Abstract
Most countries in the Global North are experiencing decreases in violent crime and terrorism. In the United States, for instance, their prevalence was down 4.4 percent in the first six months of 2009 (fbi.gov/ucr/2009prelimsem/index.html). But we see massive increases in the size of state spying, as its public-relations machinery trots out panics galore (La Vigne et al. 2008). When they're in the mood to gossip, state-security agents will tell you there are approximately ten million spies in the world, half of them Chinese...
