Abstract
This chapter examines how NGO-operated study tours in Cuba, which include seminars on development issues in association with visits to community projects, lead to a process whereby tourists become actual agents of development. Thus, NGO study tours in Cuba shed light on the instrumental outcomes of tourism as a tool for development. The chapter theorizes this encounter within the parameters of rights-based development and labels it 'rights-based tourism'. Sections discuss: the moral imperatives within tourism and development; external participation in global social movements; transformative learning through tourism experiences; and agency and solidarity through tourism.
