Abstract
In Indonesia's Reform Era, NGO interventions in local communities throughout the country have been aimed at reversing asymmetrical institutional relationships between state and local authority and enhancing local capacity to plan sustainable and equitable alternative development paths. Many of these projects suffer from short timeframes, under-resourcing, and unrealistic assumptions about local needs and desires, as well as the limited ability of community-based enterprises and their NGO facilitators to marry social and environmntal goals with the market mechanisms of a neoliberal globalizing economy in practical ways.
