Online offline networks in public sector policy: Exploring requirements for Web 2.0

Abstract
Purpose - This chapter examines the role that social software can play in facilitating collaboration among diverse agencies and organizations involved in developing and delivering public policy. The aim of the longer term project is to develop design principles for integrating social software technologies in the public sector across diverse organizational contexts.
Methodology/approach - A case study of the online and offline collaboration network agencies and organizations with an interest in the policy area of indigenous road safety in Australia is udsed to inform the problem definition phase of the study.
Findings - The development and delivery of policy involves interactions and collaborations in a variety of subnetworks having different, technical, context, and process requirements for the integration of social software.
Research limitations/implications - This research in progress investigates a single case study and explores only the network structure of a policy development and delivery network. Further work is necessary to examine subnetwork technical, social, and process requirements.
Practical implications - The development of design principles for social software development in government can guide agencies and stakeholders in the integration of Web 2.0 technologies in public service networks.
Social implications - Successful deployment of Web 2.0 technologies in public service networks will advance initiatives in pursuit of transformational government
