Abstract
In order to develop a solution to the problem of state immunity in regard to tortious behaviour of states, it is necessary to assess the current legal situation as it is reflected in the work of the various learned bodies which have addressed the subject of state immunity, the different national statutes passed by various states, and the relevant state practice in this field.
