The current centralised approach to delivery of water and wastewater services to indigenous Australian communities ensures improvements in the quality of physical infrastructure It has not however been amenable to effective management and maintenance of the infrastructure and thus of the sustainability of these services. In addition, the quantity of current delivery falls short of demand requirements. Improvements in the ability of communities to access infrastructure and to choose appropriate technologies are therefore also required. The lessons of the past call for a new approach that is more attuned to the needs of local culture, capacity-building, environment and sustainability. The future of service delivery to developing communities, including the water and wastewater sector, as presented in the case studies, will be characterised by a community-controlled learning process approach during planning, preparation and implementation. This should include capacity-building for the recipient community and training in culture and capacity building principles for the specialist support agencies.
