In disasters, emergency management and health agencies usually play the biggest roles in providing healthcare services. Despite common goals and operational similarities, post-disaster analysis exposes inefficient information exchange between the two sectors resulting in substandard and sometimes unavailable healthcare. This qualitative study investigates a minimum dataset as a viable approach for enhancing the reliability and timeliness of disaster information exchange. A global literature review supplemented by semi-structured interviews with 15 senior emergency managers and health professionals was conducted to identify critical information needs in disaster scenarios. A Delphi study involving 10 health professionals and emergency managers with international expertise in disasters response was then conducted to seeks expert opinions on the identified datasets. In an attempt to avoid information overload and restrict cross-agency information exchange to relevant and reliable datasets only, a minimum dataset containing critical data for disaster preparedness and response has been identified. A disaster healthcare MDS prototype that strikes a balance between sufficient situation awareness and controlled information flow has been identified. The identified MDS prototype can be modified to specific disaster scenarios through wider consultation. The MDS approach can be used to design a national emergency information system that enhances situation awareness in disasters.
