Abstract

In the current economic climate education reform has taken centre- stage at all levels of Australian education. How are we to interpret and make sense of the various attempts to reform the education system? This article argues that traditional technical- rational analysis of education reform is limited in perspective. Expanding capital accumulation and increasing the legitimation of the mode of production appears to be a principal role of education reform, a role that is permeated with contradiction, inconsistency and tension. My argument is that education reform cannot be understood without reference to the wider social context and that the notions of contradiction, struggle and legitimation can provide a framework for critically comprehending the nature and role of education reform.
