Overview: Mediating democracy

Abstract
Democracy and democratic governance represent the highest ideal of Anglo-European modernism. Evolving through various theoretical and institutional incarnations during the nineteenth and early twentieth centuries, “democracy” has become a central contingency of the modern state. And yet, if we are to believe Jurgen Habermas, both modernism and democracy remain incomplete projects. Democracy has not succeeded in its broader promise to resolve modernity’s underlying tensions and this is most clearly evidenced in the limited character of democracy’s articulations through cultural and social institutions. It has not provided for us that consensual public sphere in which our collective and individual interests, freedom and diversity can be assured.
