The National Qualifications Framework and the discouraged worker effect

Abstract

There has been limited research into the impact of the National Qualifications Framework on student learning. In this article we address this issue by drawing on data generated in interviews conducted between 1997 and 1999 with 23 senior male secondary school students and 34 educators. The data show that the National Qualifications Framework has yet to impact on student learning in the ways predicted by the New Zealand Qualifications Authority and the New Zealand Ministry of Education.
