Abstract
The World Bank in its 1994 Report on Higher Education urges countries to shift from dependence on one source of funding - the state, and towards more money coming from student fees, consultancies and donations. 'In short, higher education should resemble the United States model more closely'. Some of the other reforms mentioned in the World Bank Report are linking government funding more closely to performance and developing policies on quality and equity. This message has already been taken up in Anglo-American countries. However, countries such as Australia, Canada and New Zealand do not need the structural adjustment principles advocated by the World Bank to push them towards greater privatisation of higher education. They have knowingly adopted these principles without the pressure that the World Bank puts on Third World countries.
