Abstract

Can institutional analysis explain democracy’s wild gyrations, backtrackings, unexpected successes and even more dramatic failures in Southeast Asia over the past decade? The 10 states of the region (11 if we include East Timor) are not at first glance obvious test-cases for democratic theory, with no long-established democracy amongst their number and various extended experiences with authoritarianism, including numerous forms of military government, over the years. Today, the region is notable for encompassing virtually every major regime type: democracy, semi-democracy, soft-authoritarian, one-party autocratic, military rule, and even an absolute monarchy.
