Abstract
In this brief, we discuss Singapore’s approach to climate change mitigation and the development of its green economy, particularly focusing on its efforts to create green jobs. By most measures Singapore is a highly successful economy with one of the highest GDP per capitas in the world. However, the city state remains extremely vulnerable to climate change risks being a low lying island with high annual rainfall. Thus we explore Singapore’s twin objectives to mitigate these risks while also developing the economic opportunities that arise from decarbonisation and climate adaptation. The brief examines the institutional, social, and labour market drivers shaping Singapore’s approach to green job creation, highlighting equity and justice considerations within a developed economy context. We note that the country’s high reliance on low wage migrant labour combined with an ageing demographic, challenges the country’s aspiration to lead an inclusive green economy.
