Abstract
This report highlights some key findings regarding barriers to equity, gaps in knowledge, and opportunities for change that have been elicited through our various methods of gathering knowledge and insight. Findings from our desktop reviews and interviews point to the complex, interrelated nature of ‘wicked’ problems like inequity and the inequality of opportunity. A key barrier to equity arises from institutions which fail to properly address this complexity, instead relying on a patchwork of atomised, small-dose services which fail to meet the multifaceted demands of systemic disadvantage. Several stakeholders also lamented perceptions of institutional inertia and power differentials which reward stasis.
