Abstract

It is claimed that the purpose of fisheries management should be to control the fishery in a manner which will continue to yield net benefits for the community and is in accord with national goals. This is because fishery resources are not usually subject to private ownership and if society exercises no control over capital and labour, fishery resources will attract excess investment and economic rents Hill be dissipated. "Private harvesting decisions generally fail to maximise the social value of a resource exploited through open-access” (Anderson, and Wilson, 1977: 701).
