This project investigates recreational and commercial fisher motivations for using a fishery and the beliefs, attitudes and perceived benefits of aquaculture-based enhancement programs and other management options. It also determines the total economic value for recreational fishing for Blue Swimmer Crabs (Portunus armatus) and Black Bream (Acanthopagrus butcheri) in a range of estuaries in south-western Australia and investigates the benefits of release programs in contributing to the optimisation of biological, social and economic objectives for those fisheries. Finally, it provides training for the next generation of fisheries and social scientists and fishery economists and project members engaged in community engagement and education.
Work was focused on two iconic small-scale estuarine fisheries in south-western Australia, i.e. those for Blue Swimmer Crabs and Black Bream. A two-phase approach to elicit common recreational fisher beliefs using semi-structured interviews (phase 1) and then sample a broader pool of respondents using closed-question online surveys (phase 2). Analyses demonstrated that motivations for recreational fishing were markedly different for the two fisheries, even when operating in the same system. Aquaculture-based enhancement was universally supported by the recreational sector as a fishery management approach as they believed it would enhance stocks and catches, and, although it may cause negative impacts, they were considered unlikely. Commercial fishers were less supportive of this management intervention. Enhancement of stocks was estimated to increase the economic value of recreational fishing through increased visitation. Biological modelling highlights that stocking could provide substantial benefits to the biomass of the target stocks, particularly Black Bream, but the parameters of any future stocking the need to carefully considered to ensure maximum benefits and the mitigation of density-dependent effects on wild stocks. Advice on the numbers and size-at-release for Blue Swimmer Crabs in the Peel-Harvey and Black Bream in the Blackwood River Estuary are provided to optimise the biological, social and economic dimensions of these fisheries.

Understanding the public attitude towards sharks for improving their conservation

Sharks are among the oldest residents of the planet, they possess a unique value as top predators and constitute irreplaceable elements of marine ecosystems. Unfortunately, contemporary narratives widely presented in popular mainstream media have attached an utterly negative connotation to sharks, propagating an unsubstantiated and fabricated image of them as implacable and voracious predators. Recently a lot of attention is devoted to understanding the public perception towards sharks in order to promote their conservation given that a quarter of all shark species are facing extinction. This work assessed the current attitude of the public towards sharks on a global scale, utilizing modern technology through a single protocol that explored the importance of factors like culture, history, or educational level in shaping attitudes. We collected 13,800 questionnaires from 137 countries, with 25 countries presenting more than 100 answers each, representing in total 92% of the filled questionnaires. A generally positive attitude towards sharks emerged from our study, influenced significantly by several factors including knowledge and participation in marine conservation projects. Interestingly, shark attacks emerged as an important factor, with countries having high numbers of shark attacks exhibiting a highly positive attitude towards sharks, potentially because their citizens are more aware of the issue and the importance of sharks for the marine ecosystems. Guidelines for shifting public attitude towards sharks and consequently advancing shark conservation were also drawn.

From sea monsters to charismatic megafauna: Changes in perception and use of large marine animals

Marine megafauna has always elicited contrasting feelings. In the past, large marine animals were often depicted as fantastic mythological creatures and dangerous monsters, while also arousing human curiosity. Marine megafauna has been a valuable resource to exploit, leading to the collapse of populations and local extinctions. In addition, some species have been perceived as competitors of fishers for marine resources and were often actively culled. Since the 1970s, there has been a change in the perception and use of megafauna. The growth of marine tourism, increasingly oriented towards the observation of wildlife, has driven a shift from extractive to non-extractive use, supporting the conservation of at least some species of marine megafauna. In this paper, we review and compare the changes in the perception and use of three megafaunal groups, cetaceans, elasmobranchs and groupers, with a special focus on European cultures. We highlight the main drivers and the timing of these changes, compare different taxonomic groups and species, and highlight the implications for management and conservation. One of the main drivers of the shift in perception, shared by all the three groups of megafauna, has been a general increase in curiosity towards wildlife, stimulated inter alia by documentaries (from the early 1970s onwards), and also promoted by easy access to scuba diving. At the same time, environmental campaigns have been developed to raise public awareness regarding marine wildlife, especially cetaceans, a process greatly facilitated by the rise of Internet and the World Wide Web. Currently, all the three groups (cetaceans, elasmobranchs and groupers) may represent valuable resources for ecotourism. Strikingly, the economic value of live specimens may exceed their value for human consumption. A further change in perception involving all the three groups is related to a growing understanding and appreciation of their key ecological role. The shift from extractive to non-extractive use has the potential for promoting species conservation and local economic growth. However, the change in use may not benefit the original stakeholders (e.g. fishers or whalers) and there may therefore be a case for providing compensation for disadvantaged stakeholders. Moreover, it is increasingly clear that even non-extractive use may have a negative impact on marine megafauna, therefore regulations are needed.

The interdisciplinarity of maritime history from an Australian perspective

Ingo Heidbrink has claimed that maritime history is an unpopular sub-discipline, with a serious 'branding issue' and challenged maritime historians to 'close the blue hole'. This article attempts to respond to his challenge by highlighting the interdisciplinary potential and other strengths of maritime history. It also provides an Australian perspective on the 'blue hole'.

Institutions and port performance: A case study of the Port of Tauranga, New Zealand

This article examines the impact of path dependency and changing institutions on the Port of Tauranga. Through an institutional lens it examines the port's development in five stages from 1945, through periods of amalgamation and containerisation in the 1960s and 1970s, and then looks at the period of reform and privatisation in the 1980s, and the legacy this created.

For decades, many Australian coastal communities have been changing, in varying degrees, from traditional “fishing towns” to “mining”, “tourism”, or “retirement” towns. However, environmental changes, such as climate change, have increased the vulnerability of these communities and their capacity to continue to successfully adapt is unknown. A framework for the assessment of socio-ecological vulnerability is used to provide information on the response to change in Geraldton, Western Australia. Geraldton has traditionally been a port and fishing town and has recently become a hub for the expanding mining industry. An innovative historical assessment of adaptive capacity using sustainable livelihoods analysis with indicators of social, economic, human, financial, physical, and natural capital is used to calculate socio-ecological vulnerability over time. The framework integrates adaptive capacity with environmental change, resource dependence, and the socio-economic importance of the fished species during four census years: 1921, 1954, 1981, and 2011. The earlier years are characterized by high adaptive capacity and low socio-ecological vulnerability in keeping with strong economic growth and low unemployment rates following the First and Second World Wars. The years 1981 and 2011 showed markedly higher socio-ecological vulnerability and lower adaptive capacities. This result was due to progressively greater exposure to climate change and the high socio-economic importance of fished species, as well as relatively poor physical, social, and natural capital. With continuing environmental and economic change, the fishing industry and the broader Geraldton population is likely to become increasingly vulnerable. Proactive rather than passive adaptation may speed the recovery and reduce a decline in the fishing industry and local economies. The paper briefly discusses potential adaptation in Geraldton which may be useful as a guideline for other coastal communities.

The history and characteristics of the Mobulid Ray Fishery in the Bohol Sea, Philippines

The fishery for mobulid rays, also known as devil rays, has been practiced in the Bohol Sea for over a century yet very little is known about its history and characteristics. This study provides the first detailed description of the mobulid ray fishery in the Bohol Sea, Philippines. It describes the history and evolution of the fishery from the 19th century to 2013. It characterizes the fishery based on the species targeted, gears used, the organization, catch distribution, processing, monetary value, and the market of its by-products. This paper also analyses the changes that occurred through time, the management of the fishery and the drivers of the fishery. A multi-disciplinary approach was employed by combining ethno-historical research methods and catch landing monitoring in four primary sites within the Bohol Sea. This fishery began as an artisanal fishery using sail and row boats equipped with harpoons and gaff hooks practiced in at least four coastal villages in Bohol, Camiguin and Limasawa. The fishing fleet has decreased since the beginning of the 20th century however, with the motorization of the fishery and shift to the use of gillnets, the extent of the fishing grounds and market of the products have expanded. Four species of mobulid rays are caught in the Bohol Sea: Manta birostris, Mobula japanica, Mobula thurstoni and Mobula tarapacana. A fifth species, targeted by a fishing community off Dinagat as an off-shoot of the Bohol fishery is most likely the Manta alfredi. Currently, the fishery for mobulids is centered in Bohol Province where it has been practiced longest. The monetary value of mobulids in this region has increased and the dependence of fishing communities for their livelihood is significant. The unique characteristics of this fishery and the socio-cultural context within which it operates merits a thorough investigation in order to design the appropriate management strategy.
